October 2022 Gigabit Broadband Update

Posted on 23rd October, 2022

Good evening everybody! I know it has been a while since the last update, however after the pausing of the voucher scheme in Surrey, most of the time after then was spent chasing voucher validations for the Phase 2 East and Phase 2 North projects. I have been assured by BT that we have done enough for these phases to pass into delivery.

Openreach, bless their cotton socks, are not the best at providing updates. The impression I get is that they are overwhelmed with projects. The latest update I received on Phase 1, which is the most advanced project, is that completion is due to take place by June 30th 2023. I was due to get a an October update on progress so far, however the Project Manager has no news to report at the moment.

In summary - as a reminder, here is where we are with regards to the (5x) original schemes...

Phase 1 - In Openreach Delivery Phase - No news yet on the progress of the project, however it is due to be complete by June 30th 2023.

Phase 2 (East) - Project Cancelled. This is due to the fact that houses in this project were connected to the Aldershot Exchange which is due to be upgraded anytime after 2024.

Phase 2 (North) - In Openreach Delivery Phase. No scheduled date for work to be completed - however I will keep the community updated on progression.

Phase 2 (East) - In Openreach Delivery Phase. No scheduled date for work to be completed - however I will keep the community updated on progression.

Phase 2 (South) - Not yet Submitted. - We cannot move forward yet as the scheme has been paused in Surrey. There is news that the voucher scheme will be carried on into 2023 with the vouchers carrying a greater value. As soon as the voucher scheme is live again, we will submit the application.

Note that updating the blog is quite a time intensive task, therefore I want to use a better mechanism to provide updates when work gets underway and as an when I receive updates & news. For this reason I have created a Twitter account. I have created a Twitter account called "Normandy Gigabit Broadband Project". The twitter handle is @NormandyGigabit so please, if you use Twitter, please follow this account in order to get more regular updates on what is happening with the scheme in the community. I will promise to tweet as often as I can!

Blog updates will be less regular.

April 22 Phase 1 Update

Posted on 8th April, 2022

For those who watch my blog I wanted to firstly thank you for pledging your voucher through the Openreach website recently. Now that we have pledged, we move into the last stage of this process - the validation of our pledges.

On Monday you should have received an email from the DCMS asking for you to validate your Gigabit voucher. Please can you do this ASAP. We are waiting for the final 39 households and businesses who pledged recently to validate their pledges. Once validated you will receive an email with verification that your voucher has been Activated. As soon as we have enough verified vouchers we will move FINALLY into the delivery phase for the Phase 1 project. It will only have taken 17 months!!!!!

From a timescale perspective, it will take roughly another year for the upgrade so work will be complete by end of April 2023 by my reckoning - hopefully before then.

Any questions - please message me!!!!

21st Feb - Mini Update

Posted on 21st February, 2022

Greetings - it is the start of a new week - I hope that everyone has recovered from the damage caused by the recent storms. Today is going to be another choppy one - so say safe!

I wanted to provide a quick update on all schemes.

Phase 1 - With Openreach for approval for 17 days. I will chase to get this approved. The next step will be for Openreach to open us a portal to Pledge our Vouchers.

Phase 2 - North - Requested final quote for this area. Once we have it, the request can be submitted to the DCMS.

Phase 2 - South - Requested a price based on a smaller set of properties. Will chase this week.

Phase 2 - East. **New Update** We have had the final contract back. I have requested that this be submitted to the DCMS for approval.

Exciting times - within the next couple of weeks we will be able to begin the "Pledging Process" which is where households that fall under the Phase 1 scheme can pledge their vouchers for the work to be carried out. From the feedback that I have had going door to door, we will have more than enough households and businesses pledging their vouchers towards the scheme. The portal will remain open for 3 months, however, the aim is to get enough people to pledge their vouchers much sooner than that.

In answer to a couple of questions raised over the various socials:

Q1) When BT offered me their Infinity broadband several years ago I paid extra to get faster speeds. Will there be extra charges for the Gigabit scheme this time round?

A1) BT will offer different prices for access to different speeds. This will not change when you can access Gigabit speeds. The faster the speed, the more you will pay. However, there will be many options to choose from at many price points. Here is an example below.

This shows the prices of 35Meg, 49Meg, and 61meg today to my address. BT cannot offer faster speeds because our copper phone lines won't run that fast. What you notice is that the price range is £28 to £33 between 3 choices of slow broadband speeds.

When the work is complete, and you pop your postcode into a search to see the services you have available expect to see choices like the one below:

You will notice here that once the upgrade is complete there will be access to 6 BT packages. The first 3 are similar to the ones we can access today.  You will then notice that when the work is complete there will be 3 really fast packages available to us which vary substantially - 150meg, 500meg, and 900meg. In this example for £7 per month more, you can raise your internet speed from 74meg to 500meg. Indeed in this example, you would pay £3 per month less if you raised your speed to 150meg.

The message is that once our networks have been upgraded everyone will have more choice. Prices change all the time, however, more choice generally means you will pay a similar price for faster speeds than you are paying today for slow speeds.

Q2) Do you or your BT contacts have any idea what a realistic date for completion of this project is now?

A2) Really good question!. I have been told that once the project "goes to delivery" there will be a commitment to deliver the upgrade in a year. The Phase 1 project has to run through the following stages before the project is complete - and these are as follows:

1) Openreach need to sign off our project internally (expected completion 25th Feb)

2) Openreach Portal opens for people to "Pledge Vouchers". Once we hit the target number this phase is complete (expected completion 19th March).

3) Work to upgrade our network. Openreach will let us know when the build will start - which I will publicize. (Guaranteed completion before 19 March 2023 based on the figures above)

I would hope that the scheme would be complete by the end of this year.

More Q&A...

What is the voucher scheme?

The Government recognise that gigabit-capable, or ultrafast broadband connections offer the fastest and most reliable speeds available. The UK Gigabit Voucher Scheme has been designed to support rural communities who are eligible for funding, team up with a network provider and bring that technology to their doorstep. We are one of the Government’s registered network build providers. More information can be found on the Department of Culture, Media and Sport website https://gigabitvoucher.culture.gov.uk

What type of technology will you be using?

We will be installing Full Fibre, also known as FTTP, FTTH, Ultrafast and Gigabit.

My neighbour does not want anything to do with this, will he benefit from the scheme?

Your neighbour’s support for the scheme may be important when it comes to achieving the target needed. However if they do pledge their voucher they will be agreeing to the terms and conditions of the scheme. If your neighbour has any questions about the scheme, or is unsure of any aspect, then they can get in touch with us at communityfibre@openreach.co.uk and we will happily go through things with them.

Will I have any contractual obligations at the end of this?

In order to qualify for a voucher grant, you must agree to sign up with a communications provider of your choice and start enjoying the benefits of ultrafast fibre broadband once the service becomes available. In addition, it must at least double your current broadband speed. https://gigabitvoucher.culture.gov.uk.

Are there any hidden costs?

If your address is eligible for a UK Gigabit Voucher, then the free voucher you are entitled to pledge, will cover your financial contribution of the infrastructure build. You only pay for your installation and broadband contract as you would normally do.

Can I use the voucher to meet my current broadband costs?

No. The voucher can only be towards the cost of the infrastructure build only. You will have to pay for a broadband package.

Do I have to order my broadband from BT, or can I choose which provider I use?

Openreach will build an open network, meaning that you can order from a service provider of your choice, assuming they sell in your area.

How much will the fibre service cost?

Costs will vary depending on the package and the service provider.  There are many price comparison sites available to review.

Do I really need Ultrafast broadband?

The Covid-19 pandemic has highlighted the need for stable broadband to support the needs of working or studying from home. Additionally more and more services require Wi-fi or internet connections; TV streaming, doorbells, gaming, security cameras, even washing machines and other domestic appliances.

I don't really need broadband, can I still pledge my voucher to help the community?

The Government are quite specific. The Terms and Conditions stipulate that you must be prepared to enter into a broadband contract with your choice of provider once the service is available.

I’ve heard that my broadband can affect my house value, is this true?

Having faster broadband may make your property more desirable, it depends on your market. However one of the most frequently asked questions when viewing a property to rent or buy is in relation to the broadband speed.

My community is served by the exchange, but I haven’t been asked to pledge my voucher.

If you have become aware of the scheme via your friends and neighbours, you can still visit our website www.openreach.com/connectmycommunity, to check your eligibility, and pledge your voucher.

Can I still keep my telephone number?

Yes. You can keep your existing telephone number as your phone service will continue to be delivered via the traditional copper network for now. You can however speak to your provider about the alternative options and benefits an ultrafast fibre service can give you.

I have pledged my voucher, what happens next?

Once the community hits their target, we will collate the pledge information and send it to DCMS. DCMS will then verify the pledges and give us the green light to plan the work. You can get further information here https://gigabitvoucher.culture.gov.uk/home/how-do-vouchers-work

How long with this take?

Delivering this type of infrastructure can take up to 12 months

11th Feb - Phase 2 Scheme Update

Posted on 11th February, 2022

Hello all!!!

I have been asking for feedback about our Phase 2 scheme for a few weeks now, and it seems that things are starting to move forwards. My concern is that with the Voucher scheme ending in Surrey in July, we need to get these schemes moving as fast as we can so we can get to the stage where the community in each of the regions can claim their vouchers before they can no longer be accessed. Here is the update...

Phase 2 West (Aldershot Road - from the Curzon to just past the traffic lights).

This project has been canceled. There is some excellent news though - the Aldershot exchange is due to be upgraded between now and 2024 hence the cancelation of our scheme. According to the feedback I received from Openreach the upgrade will be happening in the next year or so. This means that anyone connected to the Aldershot exchange in the West of Normandy will have their internet capability upgraded to Gigabit speeds - and this includes Wyke! Phase 2 West is covered in the map below.

Next Steps - NONE - Phase 2 West upgrade happening naturally soon.

Phase 2 North (Pirbright Road).

I am delighted to say that at last, we have received the quote for this area. This comes out as £14,699 or £639 per premise in vouchers. The 11 people that were interested represented £22,500 worth of vouchers, so should this scheme be approved by the DCMS quickly enough, I am confident that this scheme should go ahead. A list of properties covered are as follows:

HENLEY PARK FARM COTTAGES PIRBRIGHT ROAD GUILDFORD GU3 2AE
1 HENLEY PARK FARM COTTAGES HENLEY PARK GUILDFORD GU3 2AE
2 HENLEY PARK FARM COTTAGES HENLEY PARK GUILDFORD GU3 2AE
HENLEY PARK FARM HOUSE HENLEY PARK GUILDFORD GU3 2AE
1 HENLEY PARK BARNS HENLEY PARK GUILDFORD GU3 2AE
2 HENLEY PARK BARNS HENLEY PARK GUILDFORD GU3 2AE
3 HENLEY PARK BARNS HENLEY PARK GUILDFORD GU3 2AE
HILLSIDE PIRBRIGHT ROAD GUILDFORD GU3 2AQ
WREN COTTAGE PIRBRIGHT ROAD GUILDFORD GU3 2AQ
10 PIRBRIGHT ROAD GUILDFORD GU3 2AG
11 PIRBRIGHT ROAD GUILDFORD GU3 2AG
12 PIRBRIGHT ROAD GUILDFORD GU3 2AG
13 PIRBRIGHT ROAD GUILDFORD GU3 2AG
4 PIRBRIGHT ROAD GUILDFORD GU3 2AG
5 PIRBRIGHT ROAD GUILDFORD GU3 2AG
6 PIRBRIGHT ROAD GUILDFORD GU3 2AG
7 PIRBRIGHT ROAD GUILDFORD GU3 2AG
8 PIRBRIGHT ROAD GUILDFORD GU3 2AG
9 PIRBRIGHT ROAD GUILDFORD GU3 2AG
OLD THATCH PIRBRIGHT ROAD GUILDFORD GU3 2AG
SPRINGHILL PIRBRIGHT ROAD GUILDFORD GU3 2AG
SUMMER PLACE PIRBRIGHT ROAD GUILDFORD GU3 2AQ
ANNEXE HILLSIDE PIRBRIGHT ROAD GUILDFORD GU3 2AQ

I am particularly delighted we have been able to progress this scheme as we have because people living here suffer some of the worst internet speeds in the village.

Next Steps - Final contract being prepared.

Phase 2 South (Glaziers Lane).

The previous status on this was that due to the distribution of the properties included in the list provided by Openreach the cost per property was coming out really high meaning that this project was likely too expensive to be successful. After consulting the Parish Council we have revisited the list of properties intending to reduce the cost. We are waiting for the quote to come back from Openreach however we have reduced the number of properties down to 68x properties most of which are on or around Glaziers Lane. We hope to receive this soon.

Next Steps - Waiting for the preparation of the new quote which we hope will be better value for money than the previous quotes.

Phase 2 East (Bailes Lane, The old Anchor pub)

We are waiting for the final quote to come through on this scheme so that it can be submitted to the DCMS. I got a mail back today asking whether the farms listed on Bailes lane should be taken off to which I replied absolutely not!!!!

Next Steps - Final contract being prepared.

I hope that the updates are positive - Phase 1 and Phase 2 West definitely happening. Phase 1 will be dependent on a good number of residents and local businesses signing up to claim their vouchers. Phase 2 West will happen anyway.

For the rest of the schemes, we are dependent on the time to submit the proposals to the DCMS and then the amount of time it takes for the DCMS to approve.

I am delighted to say that the Phase 1 Normandy Gigabit Internet scheme has after 5 months been signed off by the Government!

This means that our scheme is now with the Openreach Fibre Partnership teams for them to review and approve to ensure they can move forward with everything so far.

This means that as a community all addresses covered in Phase 1 will be eligible to access their vouchers for the Internet upgrade scheme.

What happens next I hear you ask. Unfortunately, I don't expect the process to be quick, however, I would expect that in the next few weeks we will be able to collect our vouchers. Please read the snippet below from the Openreach website (in purple) which explains what we have achieved so far and what will happen next. I have added comments (in black):

How do I know if my community could get vouchers?

If you express an interest in a Fibre Community Partnership, we can get in touch when we resume Fibre Community Partnership registrations for your area. Once you’ve registered, we’ll review your community and let you know if the addresses you’ve listed meet the criteria for DCMS funding. We'll also let you know if your community is eligible for a fully voucher-funded scheme. This means that if all the listed addresses pledge and validate their vouchers and have Ultrafast Full Fibre broadband installed the value of the vouchers paid by the DCMS would cover the costs in full. Your community wouldn't have to pay a penny more.

Once we know your community is eligible, we’ll put in a funding application to the DCMS on your behalf.

Basically, we have completed the steps outlined above. We have DCMS approval.

When this is has been secured, we'll create an online portal for your community to pledge their vouchers and share the link with you at the right point in the process.

Once Openreach completes its own process, within weeks we will be ready to progress to the phase below...

What your community would need to do and when

Your community would then have three months to achieve the target number of pledged and validated vouchers required to cover the cost of the network build.  This means it's important to involve as many people in the community as possible - the more people involved, the more funding is available towards the pledge target.

About a year ago I gathered a list of names of people that were interested in upgrading their internet. Based on the number of people that expressed interest we will more than achieve the number of vouchers needed for work to begin. It is important to note that everyone in the Phase 1 area is eligible. There are new people that have moved into the area that I have not had a chance to speak to - you are eligible. There are people that perhaps did not understand the scheme or did not express interest originally - it is not too late to do so.

The Pledging Process

Pledging your vouchers couldn’t be easier. Just go to the online portal built for your community, type in your postcode, and complete a short form with your personal details.

By pledging your voucher you're agreeing to the Pledge terms and conditions.

Hitting the community target

After three months the pledges will be reviewed to see whether the target is likely to be reached. This means that if your community is eligible for vouchers it’s important to come together and pledge your vouchers as soon as possible.

I will manage this process ensuring that no one is missed out.

Keeping your voucher application on track

We'll only share your details with the DCMS as part of your voucher application, and they'll use them to communicate with you at key stages of the process. They will ask you to validate your pledge and to confirm when your service has been installed.

Once your service is installed, you will then be able to go to your internet service provider and access the faster speeds that they offer.

Communications from the DCMS will be sent from the following email address:   gigabit.vouchers@notifications.service.gov.uk. Please respond to these to keep your voucher application on track.

On my next blog I intend to run a Q&A session - so please, if you have any questions please let me know and I will answer them for you.

I will keep on at Openreach, and with regards to the 4x parts of Phase 2 I am pushing Openreach for an update here too.

Have a great weekend!

Normandy Gigabit - Make or Break!

Posted on 22nd January, 2022

I have not provided an update for a while - however, while the Phase 1 and 4 parts to the Phase 2 schemes have not progressed, there has been a lot going on in the background.

Because of the sheer volume of applications to the Government Gigabit Scheme for Vouchers through Openreach, Openreach took the decision to put a hold on all Gigabit Broadband Voucher projects. This means that the Phase 1 project which is with the DCMS (The Government) for sign off and the 4 schemes which make up Phase 2 are all ON HOLD. This has been the case since mid-December when I was chasing for updates and both of our local representatives gave me the same message.

The voucher scheme for Surrey ends July 2022. This means that if our scheme is not at the stage where we have collected our vouchers we will not be able to access them for Openreach to pay for the upgrade of our infrastructure for the good of our community. We need DCMS approval before we are in a position to work with Openrerach to collect vouchers. It concerns me that Phase 1 has been with the DCMS since September meaning that they have had our scheme for 5 months. The 4x Phase 2 schemes have not even been submitted to the DCMS yet, and if it takes 5 months for approval of these schemes we will be in trouble.

With the help of Normandy Parish Council and our Network and Asset Management lead at Surrey County Council we have been trying to find a way to move our scheme forwards. Every avenue we have tried, Twitter, approaching the DCMS, Openreach Complaints all have lazily pointed me back to our Openreach reps who to this day can tell me no more. We do have some hope, however, as after complaining to the CEO of Openreach, on Friday 21st Jan I received a response from a senior complaints rep apologizing for the difficulties we are facing with our scheme and a promise to have a conversation with him next week to discuss.

So this is where we are to date. I am hoping that with the help of Openreach complaints I can get some more context about why our scheme has been with the DCMS for approval for so long and we can build a plan to drive our scheme forwards.

I am keen to publicize our plight. I have contacted The Guardian and I am keen to voice our poor experience with Openreach in the media where possible. I believe that our Openreach reps have done their best, however, we are a year down the line now with little movement on our schemes. I feel that Openreach could have been much more helpful in terms of looking at Normandy as a whole and planning out a single low-cost scheme to meet all of our community's needs.

Please get in touch with me if you have access to media channels so that I can publicize the plight of our community.

In short, if this scheme does not happen, I can confidently predict that Normandy will not have its broadband infrastructure upgraded until 2030 at least.

Normandy Gigabit Update - Mid December Status

Posted on 13th December, 2021

I am sitting here late at night on bedtime duty. We have a little one who has difficulty settling at night, therefore I have taken this opportunity to provide an update to the Normandy Gigabit Broadband Scheme as I type away next to him and he struggles to sleep! Hopefully, the dulcet tones of the keyboard will encourage him to sleep!

Updates are as follows:

Scheme Progress to date:

Phase 1 - Core Project.

The latest from Openreach is as follows:

I have looked at the notes on your scheme and it is literally with the commercial team in the DCMS being reviewed. I do appreciate the time this is taking but unfortunately, our hands are tied.

I will speak to the desk team to try to get an idea of how long this will take and will let you know.

All we can do is sit and wait I'm afraid, however when we do get approval it is going to be very exciting!

NEXT ACTION: Wait.

Phase 2 - South (Southern part of Glaziers Lane)

We have received the quote back from Openreach which covers 96x properties and costs £1,358 per household.

I have sat down with representation from the Normandy Parish Council to review the coverage associated with this scheme. In the list of 94, there were listed a few addresses that do not exist and some addresses which represent extremities of the scheme that did not request inclusion in the scheme. We are also looking at the cost associated with running the scheme to the railway bridge and not beyond. Should the scheme progress without including those south of the bridge then the Parish Council will work with Virgin and Openreach to build a plan to deliver fast internet to properties that lack access to fast internet in this area.

This information has been submitted to Openreach in order to revise its calculations. We await feedback.

NEXT ACTION: Await costings back from Openreach.

Phase 2 - East (Past Motorbike shop and Bailes Lane)

We have a tentative figure of £96,500 to cover 90x properties which works out at £1070 per property. We currently have 35x properties that have responded to me in the East with a total commitment figure of £62,500. In order for Openreach to go ahead with the work, we would need to pledge £125k in vouchers in this area.

We have decided to go to contract on this scheme with a view to registering this as a Community Led Scheme. It is critical to note that we will need more volunteers in the area to get to the level of funding required to do the work!

NEXT ACTION: Press Ahead! Wait for a final contract.

Phase 2 - North (Pirbright Road)

The data has been submitted, however, the cost per property is coming out at over £6000 per property. This means that Openreach is looking into this more closely. This is likely to be due to the size of the area combined with the few houses in this location. My gut feel is that unless the community in this area wish to contribute to the cost of an upgrade that it probably will not happen.

NEXT ACTION: Awaiting final quote.

Phase 2 - West (from Wyke School to the Curzon

We have a tentative figure of £23,909 to cover 74x properties which works out at £323 per property. This is really low. We have £32,000 of committed coverage meaning that there would be no problem in getting fast broadband delivered to this area if we went ahead with this as a standalone project.

Properties here are connected to the Ash Exchange therefore this scheme cannot be combined with any other.

It makes sense to move ahead with this scheme, however, the Parish Council noted that the Wyke Estate is not included. I will be looking to reach out to Wyke to see if there is interest in the area for them to be added to the scheme.

NEXT ACTION: NEXT ACTION: Press Ahead. Await final contract. Engage with Wyke quickly to see if they wish to be added to the scheme.

In summary - some movement in some areas, we wait in others.

Happy Christmas - I estimate the next update between Christmas and New Year.

And he is asleep!

Normandy Gigabit Update - End of November Status

Posted on 28th November, 2021

Hello All!

Due to the fact that we have been waiting on action from Openreach, updates are now taking place monthly. Should there be any significant updates, I will begin posting more frequently. One thing to mention is that if you are interested in participating in the scheme however you have not submitted your details yet - IT IS NOT TOO LATE!!! I needed to impose time limits to all phases in order to get the ball rolling with Openreach. If you decide that you would like to take part but have not yet done so - please message me and I will get your name added to the list. Your support is vital!

Scheme Progress to date:

Phase 1 - Core Project.

No progression since the last update - the core project is still waiting for Governmental approval from the DCMS (Department of Digital Culture, Media and Sport. I am not overly concerned as it looks like the DCMS takes its time with all projects. Feedback from Michele is that there have been updates on the case notes. She will see if she can get a firmer date on when the scheme should be approved, however for now it is a waiting game.

NEXT ACTION: Awaiting feedback from Michele on expected approval date.

Phase 2 - South (Southern part of Glaziers Lane)

We have received the quote back from Openreach which covers 96x properties and costs £1,358 per household. This is way out of kilter compared to the quote that we are moving forward within Phase 1.

We have been waiting a long time for this however Openreach is still looking into this figure endeavoring to bring it down.

I am due to have a call with Jessica from Openreach on Monday 29th to discuss this along with pulling the 4x Phase 2 schemes into one.

NEXT ACTION: Call to discuss with Openreach on Monday 29th. Once we have costings I will raise with the Parish Council to discuss whether we run with 4x individual schemes for Phase 2 or combine them into one.

We are awaiting feedback on whether combining the 4x schemes will lower the cost per household.

NEXT ACTION: Call to discuss with Openreach on Monday 29th. Once we have costings I will raise with the Parish Council to discuss whether we run with 4x individual schemes for Phase 2 or combine them into one.

Phase 2 - North (Pirbright Road)

Data submitted - awaiting a cost for the project from Openreach which I hope to have next week.

NEXT ACTION: Call to discuss with Openreach on Monday 29th. Once we have costings I will raise with the Parish Council to discuss whether we run with 4x individual schemes for Phase 2 or combine them into one.

Phase 2 - West (from Wyke School to the Curzon)

We have a tentative figure of £23,909 to cover 74x properties which works out at £323 per property. This is really low. We have £32,000 of committed coverage meaning that there would be no problem in getting fast broadband delivered to this area if we went ahead with this as a standalone project.

Before we move forward though, we are awaiting feedback on whether combining the 4x schemes will lower the cost per household.

NEXT ACTION: NEXT ACTION: Call to discuss with Openreach on Monday 29th. Once we have costings I will raise with the Parish Council to discuss whether we run with 4x individual schemes for Phase 2 or combine them into one.

As you can see we are coming to a conclusion with Phase 2. From what I can see the West scheme would have no problems in getting the vouchers needed. The East could possibly do so with a greater level of take-up. The South would struggle due to the costs involved. We are awaiting the cost of the Northern project.

I am at the mercy of Openreach where the cost of combining the 4x schemes is concerned. I am hoping to have this information in the next couple of days. We want to maximize the probability of the scheme being successful for the whole of Normandy, however, we must be aware that the Openreach costs for some areas may make upgrading parts of Normandy prohibitive. Let's see what the next steps bring!

Normandy Gigabit Project - Halloween Update

Posted on 30th October, 2021

Happy Halloween all!!! I would like to take this opportunity to give you an update on how the scheme is progressing.

Broadband Flyer from Surrey County Council

Many of you will have received the following flyer from Surrey County Council. Although it is a generic flyer with no mention of our scheme, I am glad that it has been released in order to bring awareness to our scheme and schemes like it in the area. One point of note - it refers to grouping together with 2 or more homes for shared cost of installation. In order to deliver this sort of scheme at no cost to the community in reality hundreds of homes need to be involved, hence why I created the scheme for Normandy to deliver faster broadband at no cost to anyone.

Map of Phase 1 and Phase 2 projects

The map which I have drawn out below gives an idea of the coverage of the phases in Normandy. You can clearly see the areas covered in Phase 1 which is with the DCMS for approval and Phase 2 which we are in the process of working out costings with Openreach.

Scheme Progress to date:

Phase 1 - Core Project.

No progression since the last update - the core project is still waiting for Governmental approval from the DCMS (Department of Digital Culture, Media and Sport. I am not overly concerned as it looks like the DCMS takes its time with all projects. I will reach out to Michele in order to find out if there has been any feedback on our submission and if she can chase on our behalf.

NEXT ACTION: Ask Michele from Openreach to chase.

Phase 2 - South (Southern part of Glaziers Lane)

We have received the quote back from Openreach which covers 96x properties and costs £1,358 per household. This is way out of kilter compared to the quote that we are moving forward within Phase 1.

Openreach are still looking into this figure endeavouring to bring it down. Given that I have been told the costs will come down per household the more properties included in the scheme, my plan is to get a costing for all of the Phase 2 areas combined. We need West and North to be submitted first before we can look at this.

NEXT ACTION: Waiting for revised figure and then waiting to see the effect of combining the Phase 2 schemes on cost.

It remains to be seen how this figure would change if the 4x Phase 2 areas were combined.

NEXT ACTION: Wait until the West and North figures are completed.

Phase 2 - North (Pirbright Road)

Leaflet drop is complete, we have 11x names as it stands. Please if you live in the area tell your friends that may not know about this initiative so that they can join the list. I will be gathering names for the rest of this week for submission Sunday 7th November.

NEXT ACTION: Gather names, open Portal for data submission.

Phase 2 - West (from Wyke School to the Curzon)

We have 19x names for the West of Normandy and I will be submitting this data on Sunday 31st. If you have not already please run go tell your friends, and get them to send me their details so I can submit everyone's interest!

NEXT ACTION: Data submission - Sunday 31st Oct.

As you can see Phase 2 is a bit complex. We need to do what we can in order to keep the cost per property for all areas in this phase as low as possible therefore this is what I will be focussing on in the next few weeks before we get the final quote and then submit Phase 2 to the DCMS.

We will progress the scheme as a Community Led Scheme. This means that the community will pledge to raise 130% the value of the work in vouchers. If the community is unable to do this, the project will not go ahead - hence the importance in me trying to get the cost per household as low as possible, and the importance of as many people in the community being onboard with this. So please - reach out to your WhatsApp groups, post to your friends on Facebook, talk about this scheme when chatting to your friends. Promotion by word of mouth is so important!
